II. Project Implementation Agency
Shangzhou District Chemical Industry Co., Ltd., Shangluo City is a comprehensive enterprise engaging in the development of fluorin and aluminum series products by using local rich fluorite resources. Founded in 1987, it is the first enterprise which develops fluorine industrial products in Northwest Region. It has formed the production device of the fluorite flotation, hydrogen fluoride preparation, cryolite, aluminum fluoride, trifluorochloroethylene and AHF.

III. Project Description
In order to further extend the industry chain, it is planned to build a fluorinating industry production base focusing on fluorite resources. In the near future it is planned to build: 1) 100tons/day fluorite mining devices; 2) 20000tons/y anhydrous hydrogen fluoride and 76000 tons/y byproduct fluorgypsum production line; 3) 2000t/y trifluorochloroethylene and 1000 tons of CFC-113a and 2000 tons of byproduct hydrochloric acid; 4) 30000t/y dry aluminum fluoride; 5) supported public utilities. The construction in the future: 6) produce 10000 tons of HFC-152a, the substitute of ODS and 4000 tons of HCFC-142b a year; 7) produce 7000 tons of HCFC-123 and 3000 tons of （CFC）-113a; 8) build PEVE rosin production with annual output of 5000 tons; 9) produce 3000 tons of PVDF a year; 10) produce 2000 tons of fluorobenzene and 1000 tons of dichlor fluorbenzene a year; and 11) fluoride salt combine device with annual output of 3000 tons.　　

IV. Total Investment and Cooperation Form
Total investment of the project is 917.52 million Yuan. Cooperation form: joint venture or cooperation.

V. Anticipation of Market and Analysis of Investment Return
Our state gives priority to the development of fluorination as chemical industry new material. It belongs to the important field of technology development, it also is a sign to appraise the development of state chemical industry. Featuring in high or low temperature resistance, anti-aging, chemical erode resistance, good insulation, weathering resistance and strong adhesion, Fluorin material is widely applies to national defense, chemical industry, electronics, traffic, building, energy source, metallurgy, environmental protection, information, medicine, pesticide, dye, dope and etc. It will become an industry with the bright prospect in chemical industry in a long term in future. The product is mainly sold to middle and large size state owned electronic glass industry and electrolytic aluminium plant with scaled size in large cities of the whole country. Meanwhile it also exports to USA, Japan, South Korea, Russia and other countries and regions. After the project is completed, the sales income will be 1692.8 million Yuan and the profit and tax is 344.67 million Yuan.
