II. Project Implementation Agency
Shaanxi Qinchuan Machine Tool Group Co., Ltd. The company is a subordinated enterprise of Shaanxi Provincial State-owned Assets Supervision and Management Commission. It is the earliest enterprise which develops hollow machine, foam machine, plastic jetting-moulding machine. The earliest researched SCJC500×6 multi-layer blow molding machine and wood-plastic compounding machine filled the gap of our country. It represents the highest level and development orientation of home plastic machine product and new environmental protection material. The enterprise owns world-advanced processing equipment, which agrees with the whole parts machining of wood-plastic compound production line.

III. Project Description
Based on the self-owned technology of Shaanxi Qinchuan Machine Tool Group Co., Ltd, it has requisitioned 230 mu of land to build workshop of 50000m² and auxiliary workshop of 30000 m². The production technology flow and the selection of production equipment shall be designed according to the principal of advancement, maturity, economy, reliability and practical use.　

IV. Total Investment and Cooperation Form
Total investment of the project is 420 million Yuan, of which Shaanxi Qinchuan Machine Tool Group Co., Ltd. provides cash, mineral and its intangible assets as funds and the contributed fund is estimated to be 220 million Yuan, accounting for 52%, other investment party’s cash and its total amount shall not be more than 50%.

V. Anticipation of Market and Analysis of Investment Return
After the project is completed, it will reach up to the production capacity of 150000 tons of wood plastic new material; annual production value of 1.12 billion Yuan is realized. The net profit is about 85 million Yuan. The investment recovery period is estimated to be 6 years.
The construction period is estimated to be 1 year. When the workshop is completed it can install equipment and conduct trial production. In 2010, the project reaches up to 75% of the designed production capacity. In 2012 all economic and technological indices of the project will reach up to the designed standard.
