III. Project Description
The Project has complete systems of independent intellectual property rights, patents and standard strategies, and its technological achievements have been certified by ministerial authorities: fill in domestic blanks, and reach internationally advanced level. Call center outsourcing base, with 3,000 seats and 20,000 telephones, may provide BPO for international community. At present, it undertakes Xi'an Foreign Voice Information Service Center, a project initiated by Xi'an Municipal Government, and it will build the largest call center outsourcing base in West China in 2-3 years.

IV. Total Investment and Cooperation Form
Total investment of the project is 50 million Yuan. Cooperation form is strategic investment or stock participation.

V. Anticipation of Market and Analysis of Investment Return
It is used to establish national standards, effectively break technical monopoly and market monopoly of foreign enterprises in office terminal market, and improve technical progress and market space of manufacturers in domestic fax machines, printers, scanners, integrators, PDAs and mobile phones. This standard has been authorized to South Korea's Samsung, Taiwan Hongguang, BenQ, Shanghai Radio and Television Bureau, and Tianjin photoelectric to develop more promising products. Additionally, it has built up complete industrial chain, including telecom operation, digital network terminal development and design, production, sales, chip design, and value-added services, and industrialized scale is considerable; It operates national center for data exchange and communication network, provides network fax, data exchange and communication, with business covering the whole country and around 98 countries and regions. Only in 2006, there were 100,000 domestic users, and in 2007, the number of subscribers will reach 800,000. After the Project is completed, it will face huge market demands and has considerable benefits.
