III. Project Description
Houlieqiao Class-II Highway from Diantou Town of Huangling County to Yintai District of Tongchuan City is an important regional channel in road network planning of Shaanxi Province. Starting from Diantou Town of Huangling County to Lieqiao Village (Provincial Highway 305), it passes through Diantou Town and links with State Highway 210 together inside Yan’an, and passes through Provincial Highway 305 and links with Tongchuan-Huangling Expressway together inside Tongchuan. Xi’an-Tongchuan Expressway is secondary 2RR in Shaanxi Province, which connects State highways and provincial highways together, and is also a special line for transporting coal to the outside. Meanwhile, it is also the sightseeing road in Yuhua Palace, Yanzhuang Reservoir, etc. Due to low grade, poor traffic capacity and irrational road network structure, the original highways have seriously curbed regional economic development. The completion of the Project will provide a rapid and convenient channel for Huangling County to transport coal to Guanzhong Area, and reduce the distance between Diantou and Jinsuoguan by 30km compared with Tongchuan-Huangling Expressway, thus regional highway network has been improved markedly.
The Project’s Feasibility Study Report is approved by Shaanxi Provincial Development and Reform Commission (ShaanFaGaiJiaoYun [2004] No.515). The route is 51.5 km long totally, including 24.3 km construction section and 27.2 km reconstruction section. All sections adopt mountain Grade-II standards. It is designed that the speed of vehicles is 60 km/hour, roadbed width is 10 m, load of bridge and culvert is Highway-I, new tunnel is 850 m long, and pavement structure is asphalt concrete.

IV. Total Investment and Cooperation Form
Total investment of the project is estimated to be 190 million Yuan. The cost each km is 3.301 million Yuan averagely. Cooperation form: joint venture or sole investment.

V. Anticipation of Market and Analysis of Investment Return
Due to rapid economic development in Huangling County and Tongchuan City, especially the construction of Huaneng Tongchuan Power Plant, Zhongcheng Group Cement Industrial Park and Self Power Plant of Tongchuan Aluminum Plant (2nd-stage works), the development of coal transportation along the highway will inevitably be promoted. According to the demands of Huaneng Tongchuan Power Plant and a number of large enterprises surrounding Xi'an, it is estimated that annual coal consumption is about 20 million tons, and 50% is shunt: It is predicated that there will be 10 million tons of coal to be transported through new toll stations (15 tons/vehicle) along the route (equivalent to 730,000 vehicles/year), so the daily traffick along the highway will be over 2009.
