III. Project Description
Xianyang International Airport is the largest airport in China's central and western region and also one of the six major hub airports. Since its establishment, it has built business relations with 22 domestic and international airlines. It has created more than 80 routes in 60 large and medium-sized cities, and opened up regular direct flights respectively with Hong Kong, Macao, Japan, Singapore, South Korea and Thailand. Number of passengers and freights has increased by 12.8% and 16.8% respectively every year. Currently, the 2nd-stage works has been completed, the cargo throughput has reached 130,000 tons, and passenger throughput 10 million. According to the airport¨s development program, the cargo throughput and passenger throughput will reach 300,000 tons and 22 million passengers respectively in 2030. In order to use the airport¨s brand and develop airport economy, it is proposed to build airport industrial park, which is 2.48 km wide from north to south and 4.8 km long from east to west (actual land: 8.6 km2). A large number of crowds, materials and information have become valuable resources for Xianyang and even for Shaanxi, which will greatly promote economic development of Xianyang and the whole province, and also improve the image of external window. It is proposed to specially develop three leading industries (modern logistics distribution warehousing zone, hi-tech processing zone, historical, cultural and agricultural sightseeing zone) and one supporting function (integrated service functional zone).
IV. Total Investment and Cooperation Form
The land requisition and infrastructure construction need 1.75 billion Yuan. The Infrastructure such as ＾Seven Connections and One Leveling￣ will be completed by adopting such cooperation forms of financing, bank loan, associated with the investor to develop Xianyang Airport Industry Park. The Park pays loan with construction fitting fee and added fee of auction of commercial-residence land. Meanwhile, it absorbs enterprise to reside in the park.
