II. Project Implementation Agency
Administrative Committee of Xi¡¯an Chanhe Economic Development Zone. The Development Zone was founded with approval of Shaanxi Provincial People¡¯s Government and it was actualized by Baqiao District People¡¯s Government under the accreditation of Xi¡¯an Municipal People¡¯s Government. The Administrative Committee exerted related economic management jurisdiction at city level. The city government agreed that the planning, design and overall development of the projects of Xi¡¯an International Port Zone and Xinzhu Logistics Park were carried out simultaneously.
III. Project Description
Xi'an International Port Zone lies in Xinzhu and Xinhe street offices, Baqiao District of Xi¡¯an City, which is one of the key projects under "The 11th Five-Year Plan" of Shaanxi Province. In principle, the State Development and Reform Commission agreed to include the Project into the key program of logistics industry during "The 11th Five-Year Plan" period, and agreed to set up bonded logistics center (B-type). The planned area is 8.2 km2. Relying upon the ongoing Xi'an Container Hub and Bulk Cargo Hub, and based upon the cooperation with coastal international ports, it is proposed to develop ocean-railway transport in inland area, and carry out modern logistics and international trade and export processing. The Project will be implemented in accordance with the mode of development zone such as "unified planning, gradual implementation, multiple inputs, common development, market operation and policy support". It is planned to take 10 years (2006-2015) to complete the Project by 3 stages.
Xi'an International Port Zone is inland port and modern integrated logistics park in western region, and also international and domestic modern integrated logistics platform relying upon railway, highway and aviation. It is proposed to fully utilize local advantages in geographical location, industrial base, traffic infrastructures and information network foundation. Through institutional innovation, it will achieve efficient linkage with coastal ports, which will be helpful for the development of international trade and modern logistics in northwest China.
Xi'an International Port Zone is comprised of "One center and three groups", namely, bonded logistics center (B-type), and international logistics section, domestic integrated logistics section and logistics industrial cluster section. Bonded Logistics Center (B-type) has major functions as follows: bonded storage of import/export goods, logistics and distribution, logistics processing, international allocation, global procurement, re-export trade, international transit, logistics information processing, logistics consulting services and other international logistics businesses approved by the Customs. Three groups have main functions as follows: international port services, domestic cargo distribution, logistics and distribution and allocation, goods transfer and processing, logistics personnel training and logistics information services, trade circulation and commodity exhibition.
IV. Total Investment and Cooperation Form
Total investment is estimated to be 9.8 billion Yuan including 2.5 billion Yuan for development (land and supported infrastructure); 7.3 billion Yuan shall be introduced through investment promotion. Excluding the government investment, it mainly relies on the project financing and the investment from resident enterprise. The enterprise can participate in construction and management through various forms such as contract, lease, sole investment or cooperation or the like.
