Cai Lun Paper Cultural Tourism Zone lies in Longting Town, and it is national protection unit, city-level patriotism education base. It was fief and buried area of Cai Lun, one of the four inventors in ancient China. State Highway 108 passes through the zone, and from the exit of Longting Town, people can access to Xi‘an-Hanzhong Expressway, it is 10 km away from Yangxian County. It is a cultural heritage and tourist attraction displaying Cai Lun’s paper culture and people’s worship. Cai Lun Shrine was built originally in East Han Dynasty and reconstructed in 1603 (Ming Dynasty). In 2002, a museum was established, integrating collections, exhibition and reproduction of Cai Lun’s paper culture. Featuring well preserved ancient architecture, convenient transport and complete tourism facilities, the Project’s detailed planning is under preparation.

III. Project Description
It is planned to further stretch the scenic spots by taking Cai Lun's Memorial Temple and paper museum as center, and build a tourist recreation center- Cai Lun Cultural Square, a sightseeing area-Cai Lun Memorial Temple and a tourism experiencing area-Cai Lun Paper Museum. The construction contents: 1. Gate of the scenic spot; 2. grade 3 and above road between scenic spot and Xihan Expressway, Yanghua road; 3. parking lot before Cai Lun's Memorial Temple, unified planning for surrounding civilian residence, Cailun Culture Square, Cai Lun Statue and Tourists’ Worshiping Stage, tourist center at the entrance to Cai Lun Tomb; 4. environmental treatment on Cai Lun Memorial Temple, increasing recreational places and entertainment facilities, node scenic spots; and 5. culture Exhibition Hall, Evolvement Hall of Papermaking History, increasing water scenery to strengthen the appreciation effect.　

IV. Total Investment and Cooperation Form
Total investment of the project is 25 million Yuan. Cooperation form: sole investment, cooperation or other forms.

V. Anticipation of Market and Analysis of Investment Return
Cai Lun, the seventh person in the world top 100 famous persons, founder of human civilization, has the international brand. As the Xihan Expressway was put into traffic, the reception volume averagely is estimated to reach 500 person-times, annual income will be 8 million Yuan, and after the tourism scenic spot is expanded. It can receive the whole investment with 5-8 years through rolling development.
