III. Project Description
Shaanxi Helihuo International Recreation Town Co., Ltd. is a large size Sino-foreign joint venture enterprise integrating food and beverage and recreation, cofunded by Hong Kong Union Business Machines Co. Ltd. and Shaanxi Ruyi Electric Corporation in April, 1998. The company, with a registered capital of 15 million Yuan, can be controlled by the Hong Kong investor. The developed projects of the company are catering, night club, hotel, disco bar, tea hall, swimming pool etc. By the end of December, 2006, the total actual investment of the company is 38 million Yuan. Shaanxi Helihuo lies at No. 18, Xianxing Road, West Suburb, Xianyang City, Shaanxi Province. It is 7 km away from downtown, adjacent to Xibao Expressway, Longhai Railway and Xi¨an Xianyang International Airport. The traffic is very convenient. The company has a covered area of 15500m2 including building area of about 8000 m2. At present, the company has become the leading enterprise with top grade and largest scale in Xianyang. It is confirmed as the three-star foreign affairs and tourism related hotel.
Total investment of the project is 18 million Yuan. Because Hong Kong Union Business Machines Co. Ltd adjusted its business strategy, it is intended to transfer the overall existing assets of the company with the approval of the board of directors.
Xianyang is adjacent to Xi¨an, the capital of Shaanxi Province. It is appropriate for recreation, amusement and holding various conferences because of its favourable geographical environment. The convenient traffic guarantees development. Xianyang is a famous city of history. The integration of long history civilization and modern development will obtain favorable business result in attracting great tourists from home and abroad. Favorable business and investment environment give strong support to the development of the company. The related preferential policies made by Shaanxi Provincial Government and Xianyang Municipal Government are conducive to investors in winning great return. Meanwhile, it can promote the local economic development. There is a land covering an area of 53.61 mu (converted into 35740 m2) at the south side of the company. It can be used for the construction of supported service facilities to expand its business scope. The plot of land is planned to be transferred by Xianyang Municipal Center of Land Reserves and the price can be negotiated. The government may handle the land use certificate.
