The integrative development of transportation & logistics launches a new model. By 2020, it will be basically realized that all the cities are connected by high-speed rails, the cities of the Guanzhong urban agglomeration by inter-city rails and counties by expressways; the mileage of railways in the whole province is expected to exceed 6500 km while that of expressways to 6000 km, to further enhance the depth and breadth of the integrative development of transportation & logistics and effectively reduce the cost of logistics.

The length of Guanzhong urban agglomeration will exceed 300 km by 2020

According to the Implementation Plan on the Promotion of Integrative Development of Transportation & Logistics, the Province will promote kinds of transportation means with the railways and the air transport as the focus and speed up the construction of crossing high-speed railways, inter-city railways, expressways and other pillar traffic networks while accelerating the Phase III expansion project of Xi’an Xianyang International Airport. By 2020, the inter-city railways and subways of Xi’an will exceed 300 km and 200 km respectively and the passenger volume of Xianyang airport will exceed 50 million passengers, among which, there will be 100 international passenger airlines with a volume of over 5 million people.

Speeding up the forming of the freight logistics pattern

The construction of a comprehensive passenger and cargo pivot in Xi’an is to build a passenger transport system (with Xi’an North Railway Station, Xi’an Station, Xi’an South Station and Fangzhicheng Station as the first, and Epanggong High Speed Railway as the second) and a freight transport system (with the newly-built railway logistics center as the core and the Yinzhen, Xinfeng, Yueyang, Xianyang, Airport and Weinan Station as the auxiliary facilities). In accordance with the principle of advantage complementarity, dislocation development and moderate competition, with Xi’an as the core node, Baoji, Yulin, Ankang as the first-level nodes and Tongchuan, Weinan, Yan’an as the second-level nodes, the Province integrates existing logistics resources with newly-built logistics projects, coordinates the construction of logistics parks, distribution centers and public distribution terminals to build a distribution network among these nodes.

Accelerating the construction of orbital highways in major node cities

It is of great importance to build the core backbone logistics system formed by aviation network, land network, information network, Xi’an international land port, Xixian international airport and Shaanxi free trade port. Promote the construction of railway hubs and outer freight railways; accelerate the construction of orbital highways of major node cities, in order to strengthen the connection between city ring roads and the high-level highways in the city. By taking the advantage of multimodal transport businesses and effective transferring and distribution businesses of Xi’an Xianyang International Airport and Xian’an port, by 2020, there will be an increase in the utilization of highways for profit-making transport of trucks, the ratio of railway container loading and the ratio of convenient railway transport for goods.

Supporting the setting of intelligent inbox for communities, institutions, schools and business districts

Layout the construction of the three-leveled distribution network; support the setting of terminal distribution facilities, such as the intelligent boxes, in communities, institutions, schools and business districts; explore the distribution in the city at night; take full advantages of the pillar roads in different periods of time and on different sections of the road. By 2020, the postal service will meet the service standard in general; direct mail will be realized among villages; opening ratio of the statutory postal service will reach 100%; there will be an notable increase in the delivery service; the delivery time and package processing time will be reduced.
