Shaanxi Initiates Institutional Innovation of Free Trade Zone to Explore New Mode for Cooperation with Countries along the "Belt and Road"


To create a new world of inland reform and opening up, and explore a new mode of economic cooperation and cultural communication between inland regions and countries along the “Belt and Road” is what the State endows Shaanxi Free Trade Zone as strategic positioning. Since four months ago when Shaanxi Free Trade Zone was established, through system exploration and innovation one after another, it has provided new broad space for both foreign friends who come to study and start business in Shaanxi, and Shaanxi people who go out.

This summer, Rui Zhan, a Kazakh student studying in Xi’an, does not return home to visit family. Faced with graduation next year, he joins Shaanxi Free Trade Zone “going out” one-stop service platform to plan for the next step of his career.

Rui Zhan, the Silk Road culture messenger of Shaanxi Silk Road Collection Exchange as well as an overseas student from Kazakhstan, has a question: “if I would like to stay in inland (China) after graduation, can I handle my procedures through this platform?”

Shaanxi “going out” one-stop service platform operating agency, Fengdong New City Management Committee Economic and Development Bureau deputy director Zhu Lixia, “Our platform is set to provide professional third party services, for example, foreign personnel coming to China or foreign overseas students can realize their dream of employment and entrepreneurship in our park through the platform.”

During the period of studying in China, Rui Zhan is selected as Shaanxi Silk Road Collection Exchange Silk Road culture messenger for training on culture, arts, collection, and e-commerce. Relying on enterprise undertaking projects, employment is not a problem for Rui Zhan in the future. However, for cultural enterprises, how to better expand foreign market still faces some realistic problems. At present, “going out” one-stop service platform established by China (Shaanxi) Free Trade Zone can help enterprises effectively. Here enterprises can master the latest trend and opportunities in foreign investment and cooperation in time through online platform consultation and offline face-to-face service.

Zhu Lixia, deputy director of Shaanxi “going out” One-Stop Service Platform Operating Agency and Fengdong New City Management Committee Economic and Development Bureau introduces said, “from overseas investment guide to risk early-warning, we can provide consultation (for enterprises) in all aspects; meanwhile, (enterprises) need to handle approval procedures at the commerce department, development and reform department, state-owned assets supervision and administration commission, administration of foreign exchange and other departments, and (enterprises) can acquire one-stop approval in parallel at our platform just for once.”

With the one-stop service platform, for the next step, Rui Zhan can return home to work, or stay in Xi’an to build a career through the system innovation channel of Free Trade Zone.

Rui Zhan feels happy about the new policy: “I come to study in Shaanxi because I love the culture and history here. Now I know that innovation measures taken by Shaanxi Free Trade Zone provide convenient opportunities for foreign students, and thus we have chance to stay and become a real Shaanxi person.”

Zhang Xinsheng, consultant of Yangling Kursk Agricultural Technology Co. Ltd., “here is the Russian Agricultural Garden we invest in, and what you see is all our territory.”

Kursk Oblast of Russia, honored as the European Granary, is the place where Shaanxier Zhang Xinsheng has invested agriculture for more than 20 years. Recently, the policy innovation of China (Shaanxi) Pilot Free Trade Zone also benefits his farm.

According to Zhang Xinsheng, adviser of Yangling Kursk Agricultural Technology Co. Ltd., “Through the form of the Science and Technology Park, building greenhouses and biogas digesters, we will form a high-efficient agriculture with an output six or seven times more than theirs.”

Meng Hanfei, assistant of General Manager of Yangling Kursk Agricultural Technology Co. Ltd., said, “We will invite some (local) farmers to our farm to visit and study, and teach them the advanced technology in Yangling, China. When they return to their farms, families or units, they can do some constructive work, bringing the Chinese technology to thousands of households (in Russia).”

With the financial and technical supports of Yangling Area of China (Shaanxi) Pilot Free Trade Zone, China Yangling Kursk Agricultural Technology Cooperation Park and China Yangling Kursk Investment Services Trade Center have been established recently.

As an adviser of Yangling Kursk Agricultural Technology Co. Ltd., Zhang Xinsheng said, “As an enterprise in Yangling, our agricultural technology, agricultural products, agricultural equipment and agricultural supplies are all what Russia needs. After we set up this platform, our enterprises in Yangling can all bring our products to Russia, and sell them there to drive our enterprises to go abroad.”

When the fertile black land is combined with the advanced agricultural technology of Yangling, a powerful resultant force for development will break out. In the future, Yangling Free Trade Area will further strengthen the efforts to bring the agricultural science and technology abroad, comprehensively promoting the two-way investment.

Chen Minzhuo, a staff member of the International Cooperation Department of Yangling Free Trade Area Office, said, “In the future, in the province, even in China and the Central Asia, including Africa, we may build enclave parks of Yangling. We hope to carry out the agricultural technology research and development in Yangling, and to put the intermediate link of planting and processing outside. Therefore, the enclave parks may be a piece of work that we will explore or focus on in the future.”
