MOFCOM Announces the Preliminary Ruling on the Countervailing Investigation against Chloro-4-nitroaniline

On October 20, 2017, MOFCOM released the Announcement No. 57 of 2017, announcing the preliminary ruling on the countervailing investigation against the imported chloro-4-nitroaniline originating in India.

MOFCOM ruled that there was subsidy on the import of chloro-4-nitroaniline originating in India, and the same domestic industry in China was substantially damaged, and there was causal relationship between the subsidy and the substantive damage. MOFCOM decided to launch provisional countervailing measures in the form of deposits against the imported chloro-4-nitroaniline originating in India. According to the ruling, the import operators shall pay relevant deposits to the Customs of the People’s Republic of China when importing chloro-4-nitroaniline originating in India from October 20, 2017, based on the decided 20.4%-166.0% ad valorem subsidy rate.

The product is under item 29214200 of the Customs Import and Export Tariff of the People’s Republic of China. Other products under this item will not be involved in this investigation.
