Head of MOFCOM Department of Trade in Services and Commercial Services Interprets the Catalogue of Encouraged Import in Services

Recently, the Ministry of Commerce, the Development and Reform Commission, the Ministry of Finance, the Ministry of Ecology and Environment, and the National Intellectual Property Administration revised and released the Catalogue of Encouraged Import in Services (hereinafter referred to as the Catalogue). 1. What is the background of revising the Catalogue?
 
In 2016, the Ministry of Commerce, together with the Development and Reform Commission and the Ministry of Finance issued the Catalogue of Encouraged Import in Services, which played a active role in importing domestically needed R&D and design, energy conservation and environmental protection, and environmental services in the pilot regions of the innovation and development of service trade.
 
In June 2018, the Reply from the State Council on Agreeing to Deepen the Pilots of the Innovation and Development of Service Trade (State Reply [2018] No. 79) required that we should adjust the Catalogue of Encouraged Import in Services timely, and offer deducted interest repayments for importing domestically needed R&D and design, energy conservation and environmental protection, environmental services and advisory services in the pilot regions. To implement the spirit of the document, after on-site investigation, questionnaires, expert argumentation and opinion soliciting, the Ministry of Commerce, together with the Development and Reform Commission, the Ministry of Finance, the Ministry of Ecology and Environment, and the National Intellectual Property Administration, revised the Catalogue. This is one of China’s innovative measures to actively expand imports and achieve high quality development.
 
2. What are the main principles of revising the Catalogue?
 
The revision of the Catalogue mainly follows the following principles. First, domestically needed import of services can meet the requirements of high-quality development. Second, it should reflect national strategies and policy orientation and follows the economic and social development trends and directions. Third, it should connect with the import fields encouraged and supported by departments of service industry. Fourth, the import fields that are prohibited from opening and that damage national security are not included in this catalogue.
 
3. What are changes in the Catalogue compared with the previous version?
 
The Catalogue expands the original second-level directory to third-level directory and merges similar items. After the revision, the number of the first-level directory is adjusted from three to four, adding “advisory services” in accordance with the spirit of the State Council document, and based on national strategy and policy guidance, it clearly defines the domestically needed advisory services. There are 8 second-level directories and 16 third-level directories. In addition, the original description is adjusted to a unified system. First, the content of services is described objectively, comprehensively and accurately, and then the scope of services is illustrated in combination with the actual situation to improve the readability and practicality of the catalogue.
 
4. Main functions and applicable policies of the Catalogue
 
The Catalogue is one of the important measures to guide and support the innovation and development of service trade. According to the Catalogue, eligible enterprises in the pilot regions of the innovation and development of service trade can enjoy the deducted interest repayments in accordance with relevant regulations.
